The Arizona Enterprise Zone Program was developed to improve the economies of areas with high poverty or unemployment rates. The program achieves this goal by enhancing opportunities for private investment in areas called enterprise zones, which are designated by the Arizona Department of Commerce.
Certain types of businesses located within enterprise zones may qualify for an income and premium tax credit of up to $3,000 per employee over 3 years if they can demonstrate net increases in qualified employment positions. A qualified employment position is a full-time, permanent job that pays more than $8.81/hour and includes health insurance (the employer pays at least 50 percent), among other criteria. In addition, certain manufacturers may qualify for a reduction in their property taxes if they are making fixed-asset investments in their business.
